How to change color temperature and brightness of inactive lights

Is there a way to change the color temperature and brightness of lights while they are turned off?
I tried a simple rule that changes color temperature and brightness but not the active state, however it seems the changes are ignored then.

No, the Bridge just doed not accept such changes for lights which are turned off.
What would be your use case for it?

I want different lights at different daytimes, e.g. when I wake up at night and turn on lights I want them to be dimmed down...
Hoping this helps improve quality of sleep

Okay, then there may be options.
How do you turn on the lights?

If you use a dimmer switch, motion sensor or custom action in all 4 Hue this could be achieved using scenes and time based rules.
